Definition of an Outbreak in Schools
Updated Oct. 15, 2021
- multiple school-associated COVID-19 cases comprising at least 10% of students, teachers, or staff within a specified core group
OR
- at least three cases within a specified core group;
- who were not identified as close con
tacts of each other in another setti ng outside of the school setting (i.e., household); AND - epidemiologically linked in the school setting or a school-sanctioned extracurricular activity.
A “core group” includes but is not limited to extracurricular activity, cohort group, classroom, sports team, performing arts group, before/after school care, etc.
What Would Prompt Hawthorn to Return to Remote Learning?
Why are entire classes not contacted after a positive case?
Hawthorn District 73 is committed to following the guidance of IDPH, ISBE, CDC and our legal counsel in all matters related to our response to COVID-19. At this time, that guidance is to contact the parents of students identified as a close contact as defined by guidance from the CDC. Per our legal counsel, notifying entire classes also risks violating student privacy rights. From the opinion:
While we understand that a few other school districts in the area may be notifying parents when there is a positive case in their student's classroom, because of the number of students in a classroom and the prescribed length of time a student who tests positive for COVID-19 must be out of school, we believe the student who tested positive for COVID-19 is likely to be personally identifiable if we notified the student's classroom community. If the District was to notify the parent classroom community of such, the District risks being in violation of the Illinois School Student Records Act and the Family Educational Rights and Privacy Act for disclosing private student health information when it is likely that the student will be personally identifiable by the classroom or school community.
Can Hawthorn share with families what grade a COVID-19 positive student is in (not the specific class)?
Current guidance is to contact the parents of students identified as a close contact. At the upcoming Oct. 8, 2021 Institute Day, we will be evaluating all processes and procedures related to communication for communicable diseases, including COVID-19.
You can send a notice to families in your school that someone has tested positive for COVID-19 in a grade, or class, like band. When sending out these notices, please make sure they do not directly or indirectly identify who the positive case is so that their privacy is protected. Sending a notice to the school community is not required and can be decided and at the discretion of your school/school board. The minimum and required notification is to inform close contacts and their parent/guardian.
