Multilingual Parent Advisory Committee (MPAC)

A Multilingual Parent Advisory Committee (MPAC) is required in school districts with Transitional Bilingual Education (TBE) programs serving 20 or more English Learners (ELs) from the same language background.

The MPAC represents the interests of Multilingual (ML) students, their parents, and the broader community. It ensures that the district hears and responds to their voices. The committee's role is advisory and helps families understand how bilingual programming works so they can advocate for their children.

MPAC also:

• Provides an overview of available bilingual programs

• Shares resources both within and outside of the school

• Engages parents in educational opportunities and workshops

• Encourages family and community involvement

MPAC members can include:

• Parents or legal guardians of students in TBE or TPI programs

• Bilingual education teachers

• Counselors

• Community representatives
   

The majority of members must be parents of children in the program and should reflect the languages served in the district.

• Serves as a liaison between the school district, families, and the community
• Reviews and suggests improvements to the district’s bilingual programs
• Helps organize parent workshops and parent engagement opportunities 
• Reviews the district’s annual bilingual program application to the State Superintendent of Education
• Meets at least 4 times per year

Each year, ISBE (in collaboration with IRC) hosts a Bilingual Parent Advisory Summit.
 MPAC members and directors are invited to learn about:

• Multilingual education
• Family engagement
• Available resources
